BOROUGH GENERAL INFORMATION
The Borough of Clarks Summit is located in northeastern Pennsylvania, within the north central portion of Lackawanna County. The Borough is 1.6 square miles in area. According to the 2000 U.S. Census Report there where 5,126 persons residing in the Borough. The median age was 39.3 years, with 1,295 persons being under the age of 18 and 936 persons 65 years of age or older. Of the total population 2,584 were males and 2,849 female residents. The median household income (in 1989 dollars) was $ 34,494.00 for the Borough of Clarks Summit and in Lackawanna County $ 24,816.00 median income per family.
The Borough is located just off Interstate I-81 Exit 194 (old Exit 58) and at the northern end of the Northeast Extension of the Pennsylvania Turnpike (now I-476). The Borough is just north of the City of Scranton and is centrally located in the "Abingtons" at the entrance to the Endless Mountains.
There are 24.42 miles of paved roads/streets within the Borough of Clarks Summit. These are patrolled by the full time Clarks Summit Police Department and maintained by the Borough's Department of Public Works (DPW). Local/Borough Government is authorized by state law (53 P.S. 45101, et seq.) commonly known as "The Borough Code". The Borough of Clarks Summit is governed by a seven member Borough Council with a Borough Mayor.
Fire protection and ambulance service is provided, under Agreement (Contract), by the Clarks Summit Fire Company. This volunteer company has provided outstanding service to this Borough and other surrounding communities. Please visit their website at www.station4.net.
Borough Council Meetings are conducted in Borough Council Chambers, 2nd Floor, 304 South State Street, Clarks Summit, Pennsylvania, on the first Wednesday of each month at 7:00 P.M.
Borough Property Taxes are collected by an elected Tax Collector (Mrs. Judy Belch). Earned Income Tax (EIT) and Local Services Tax (LST) are collected by a contracted Tax Collector (the Don Wilkinson Agency). There are no elected Auditors in the Borough of Clarks Summit, and annual audits are conducted by contracted Independent Auditors (CPA Firm), in addition to several audits performed by various Pennsylvania Departments.
A great many of the Borough's residents serve on various Borough Boards and Commissions, without any compensation. These dedicated volunteers help to advise Borough Council and improve the quality of life within the Borough!
