SEWER COLLECTIONS
As of October, 2005, Pennsylvania American Water Company does the billing and collection of the Borough's sewer accounts. Receipts are deposited to the Borough's Sewer Fund at the PNC Bank, N.A. Effective 1/1/08 the monthly charge is $20.00 per EDU (equivalent dwelling unit).
BOROUGH SEWERAGE COLLECTION SYSTEM
The Borough owns and maintains its own central sewerage collection system. With very few exceptions (less than 10) all properties within the Borough are on the central collection system. The initial system was constructed (through a Bond Issue) in the mid-1930s.
The repairs/replacements of the Borough's Central Collection System is performed under the supervision and design of the Borough's Engineer.
In the early 1990s, due to its age, the Borough obtained an estimate for replacing the current system. This estimate was in excess of $15 Million Dollars! Such a Bond Issue (Debt Service) placed upon the Borough's Taxpayers would have created a terrible tax burden. This concept/project was immediately dismissed by Borough Council.
Since late 1993, and every year since that time, Borough Council has planned, designed and constructed (with the assistance of the Borough Engineer) extensions, repairs and replacements to the Borough's central collection system. On average, Borough Council, has committed $100,000.00 per year (from the Borough's Sewer Fund) to the recapitalization of this vital infrastructure.
Additionally, Borough Council, has "set aside" monies with the Pennsylvania INVEST Fund (maintained by the Pennsylvania Treasurer's Office). These deposits/reserves draw interest for the Borough and are part of the INVEST "pooled" fund. This "pooled" fund combines the Borough's money with the monies of other Pennsylvania municipalities for investment purposes.
The primary planned use of this money will be to repair/replace the main sewerage collection line which run along the west side of the railroad tracks. This will be a VERY expensive project, but a vital part of the Borough's infrastructure. We anticipate completing this project in the spring of 2008 and would like the thank Congressman Sherwood for his financial assistance and Congressman Carney and Senator Mellow for their support in moving this project along.
WASTEWATER TREATMENT PLANT
In the mid-1930s the Borough's own Waste Water Treatment Plant was located at the southern end of the Borough. In the late 1980s the Borough, together with South Abington Township, created a municipal corporation called the "Clarks Summit - South Abington Joint Sewer Authority". This Authority constructed the current Waste Water Treatment Plant (using Revenue Bonds), located in Chinchilla. This Plant is licensed under a National Pollution Discharge Permit, through the Pennsylvania Department of Environmental Protection.
