The elected Tax Collector of the Borough collects real property taxes. Judy's spring tax bills include the Borough Real Estate Taxes, as well as the County Taxes and Library taxes. In the fall she mails out and collects real estate taxes for the Abington Heights School District.

Under the authority of State Act 511, local taxing districts may enact several types of taxes, beyond property taxes. The Borough of Clarks Summit has enacted two (2) of these. One is the Emergency Municipal Services Tax (OPT), this tax is collected in most municipalities of Lackawanna County and is a $52.00 per year tax. $47.00 of which goes the Borough and the other $5.00 to the School District. The second Act 511 tax used by the Borough is the "Earned Income Tax" (EIT). This County-wide tax is 1% (the City of Scranton is over 3%) of the gross salary/wages received. The tax collected as a payroll deduction and forwarded to the individual tax collector, then is returned to the place of residence. For example, if an individual works in Clarks Summit, but resides in Peckville, the EIT is collected and then forwarded to the Borough of Dickson City. If a person is employed in the Borough and lives in Wayne County, Wayne County has not enacted an EIT and the money is still deducted and is returned to the Borough of Clarks Summit (rather than a municipality in Wayne County). EIT taxes are disbursed 1/2 to the Borough and 1/2 to the Abington Heights School District.
