ROLE/DUTIES

The Clarks Summit Borough Police Department provides policing services to the Borough 24 hours a day, 7 days a week, 365 days a year. The Department is charged with the enforcement of Pennsylvania motor vehicle laws, and criminal statutes, the Department enforces (with some exceptions) the Borough's Ordinances. Additionally, the Police Officers provide routine patrol duties and accident investigation. Usually, the first to arrive at an emergency scene, the Police Officers provide "first responder" services, until other emergency service units arrive "on-scene."

The Department provides other public policing services, which include, but are not limited to, investigating resident complaints, responding to alarms, enforcement of the Borough's parking meters, assisting county, state and federal law enforcement agencies, applicant fingerprinting (for Clarks Summit Borough residents only), etc.

The Department also participates in County wide enforcement programs, to include D.U.I. Enforcement, Narcotics investigation/enforcement and Emergency Response (S.W.A.T.).

Harold P. Kelly - The Borough Mayor is charged, by state law, with the administrative control of the Police Department.

CLARKS SUMMIT BOROUGH FULL TIME POLICE OFFICERS

Full time Police Officers of the Borough are hired in accordance with the State and Borough's Civil Service regulations. Sworn by the Mayor, these Officers are hired by Borough Council.

CLARKS SUMMIT BOROUGH PART TIME POLICE OFFICERS

Part time Police Officers of the Borough are sworn by the Mayor, these Officers are hired by Borough Council. All Part Time Police Officers are state Act 120 qualified, and receive annual update and firearms training.
