The role, duties and responsibilities of the Code Enforcement Officer include, but are not limited to, physical review of conditions in the field as well as providing assistance to homeowners, tenants, and the business community in understanding related laws and regulations. The CEO will also issue violation notices and respond to citizen complaints and inquiries.

BOROUGH CODES

Clarks Summit Borough has elected to officially adopt Pennsylvania's statewide building code called the Uniform Construction Code (UCC) on July 8, 2004.  The UCC Administration and Enforcement regulation has adopted the following codes for use throughout the Commonwealth of Pennsylvania, effective 12/31/2006:

Some reminders regarding Ordinances in the Borough

Please note that there are certain regulations to consider when installing a temporary inflatable or metal pool.  If the water is over 18", a fence is required.  There are also certain setback requirements.

 Before planning a yard sale, visit the link on yard sale permits for information on signage and the number of sales that are allowed in one year.

A permit is required for any type of carport.  This includes any metal framed, canvas topped structure.

The Borough also has an Ordinance on lawn maintenance.  "All premises and exterior property shall be maintained free from weeds or plant growth in excess of 10 inches."

Home improvement contractors had until July 1, 2009 to register with the State Attorney General's Office under a new Pennsylvania law according to Attorney General Tom Corbett.

Under the Home Improvement Consumer Protection Act of 2008, contractors who perform $5,000 or more in improvements in a year must register with the Bureau of Consumer Protection and meet certain insurance and contract requirements.

The registration, which costs $50, is valid for two years.
